Overseer Dr. Randall Wayne Barr was born on April 28, 1959, to Mary Ann Bradley.  He was one of four children. Dr. Randall W. Barr was the founder and overseer of the New Life Praise & Worship Center, located in Ft. Lauderdale, Florida. He was a native of Philadelphia, Pennsylvania. For the past twenty-nine years, he took residence in South Florida. On August 6, 1994, he and the beautiful Annette Lockett Barr united in holy matrimony, and co-labored in ministry.  It was through their union that they reared and guided their daughter, NaTasha N. Barr-Allen, in unconditional love and spiritual warfare. On June 29, 2001, he legally took her as his own and affectionally declared the day, “Barr Day”.

Dr. Randall W. Barr spent his early educational experiences in the Philadelphia Public School System, graduating from West Philadelphia High School in 1977, and serving as #33 on the National Championship Team of the West Philadelphia High Speed Boys. On a full basketball scholarship, he went on to obtain his dual bachelor’s degree in Sociology and Business Administration at Geneva College, in addition to obtaining a master’s degree in Christian Education from the Pittsburgh Theological Seminary.  As a true advocate of education, he now pursued a Doctoral Degree in Religion.

Educational excellence was the driving force behind Dr. Randall’s mission in life.  He took pride in educating the youth not only spiritually, but emotionally, mentally, and academically.  He was a mathematics teacher, instructional coach, and a steward for the Broward Teacher’s Union (BTU), throughout Broward County Public Schools, being affectionately known as “The King of Education”.  He assisted in educating at the following institutions: Westpine Middle School, Lauderdale Lakes Middle School, Silver Lakes Middle School, Bair Middle School, and Central Charter. Aside from enriching the lives of students within the public-school system, Dr. Randall W. Barr created a tutorial and college preparatory program known as the Student Tutorial and Enrichment Programs (S.T.E.P.S).

Outside of depositing academic excellence, the desire of the spirit of God blessing all churches and ministries was what Dr. Barr strived for. While completing his undergraduate degrees, he was licensed to preach the Gospel, by Reverend Delano R. Paige, on April 4, 1982. Shortly thereafter, he became the youth pastor at Macedonia Baptist Church in Pittsburgh, Pennsylvania. Upon graduation from Geneva College, he then took up the position of the Senior Pastor of Mt. Olive Missionary Baptist Church in Rankin, Pennsylvania. He then relocated to Fort Lauderdale, Florida in 1992, where he accepted the mantle of Associate Pastor of First Baptist Church Piney Grove, under the leadership of the late Reverend Alfred Pugh. On August 11, 1993, Dr. R. W. Barr was called to the position of Senior Pastor of St. Ruth Missionary Baptist Church in Dania, Florida, where he served in that capacity for eight (8) years, along with serving on the Florida East Coast Baptist Association.  While serving as a “traditional” pastor of the times, the spirit of God gave him a vision for a new direction in ministry, commissioning him to found, pastor, and oversee the New Life Praise and Worship Center and Randall W. Barr Ministries, Inc., (RWBM), both organized in 2000. RWBM is a non-profit ministry designed to address the spiritual, economical, and educational needs of God’s church, leadership, and people. Out of RWBM was birthed The Leadership School (TLS), a bible based, Christ centered, and Spirit filled ministry seeking to assist churches andWhile running these organizations, Dr. R. W. Barr served as a bible instructor and academic administrator of The Evangel Center of Ft. Lauderdale, Florida and as an adjunct undergraduate Professor of Theology and adjunct Dean of Student Academic Affairs at the University of Fort Lauderdale.

On November 20, 2021, Overseer Dr. Randall W. Barr departed his earthly home and transitioned to be with his heavenly father. His father, Lee Bradley, his brother, Charles Anthony Barr, his father-in-love, Clinton James Lockett, Sr., and brother-in-love, James Allen Lockett all proceeded him in death.

He leaves to cherish his memories and legacy: his wife, Pastor Annette Lockett Barr; daughter, Minister NaTasha N. Barr-Allen; mother, Mary Ann Bradley; mother-in-love, Sarah Lou Lockett; three sisters, Lynette Irizarry (Louis), Doris Linton (Sonny), Jacqueline Dickerson; two brothers-in-love, Clinton Lockett, Jr. and Elder Benjamin Lockett, Sr.; four sisters-in-love, Beatrice Lockett-Gaines, Pastor Connie Lockett-Morton (Bishop Anthony), Pastor Mollie Lockett-Copeland, and Candida Lockett; three uncles, Fred Barr, Lacey McGauley, and Ernest Isaac (Helen); six aunts, Mildred Martin, Valerie Fitz Gibson (Robert), Verlie James (Kevin), Lillie Bonner, Barbara Brown, Mary Dupree; two grandchildren, Dorian Allen, Jr. and Nadiah Allen; a host of nieces, nephews, Godchildren, spiritual sons and daughters, friends and the New Life Praise and Worship Center family.

    To the family of Pastor Barr, we send our heartfelt condolences to Sister Annette Barr and the entire Barr family.
    He will always be remembered by the Murrill-Drumgoole family in so many ways. May he R.I.P. because his work is done
    here on earth; but may we never forget his love for Christ and for us.
